Honorable Governor for the Sabaragamuwa Province has been appointed by his Excellency the president by virtue of the powers vested by him under the article 154 and the 13th amendment to the constitution of the Democratic Socialist Republic of Sri Lanka. Hon. Governor execute the powers vested by him under the above mentioned constitution and the powers vested by him under the Provincial Council Act NO.42 of 1987. The above powers will be executed through a permanent staff headed by the secretary to the Governor and a private Staff.         Main Functions    
    Following actions will be implemented subjected to the orders of the Governor and under his powers.
  • Summoning of the provincial council at a suitable time and suitable place by virtue of the powers vested by the Governor under the subsection 8(a) of the provincial council Act No.42 of 1987.
  • Prorogue of the provincial council and pronounce of the date of the next session.
  • Take steps to implement the executive power comes from the statutes passed by the Provincial Council and the executive power that implement through board of ministers of subordinate officers.
  • Giving approval of the Governor to the statutes passed by the Provincial Council.
  • Imposing regulations regarding the appointment, promotions, transfer and disciplinary control of the Provincial public Service.
  • Assigning powers to the officers of the provincial ministries regarding the provincial public service.
  • Appointment of Secretary to the Governor, Secretary of the Provincial Public Service, Secretaries to the ministries, Council Secretary, Deputy Chief Secretaries and Director, Internal Audit by the Governor him self.
  • Annual financial statement which includes the budget of the Provincial Council. Enactment of the rules regarding the financial activities of the provincial council.
  • Governor gives his approval to the statutes passed by the provincial Council.
  • Implementation of the orders of the Hon Governor as the Final appealable officer of the province for the disciplinary orders institute by the chief Secretary, Provincial public service commission or a secretary of a Provincial Ministry.

  • Approval of the revenue and Expenditure estimates and the Annual Financial Statement as per the Financial needs of the province by the Governor.
  • Governor gives approval for the statutes passed by the provincial council.
  • Approval of the procedures for appointment, promotion, transfer and disciplinary control regarding the provincial Public Service.
  • Approval of the rules regarding the financial control of the province.
  • Authority for appeal may seek remedy from Governor when any person is disappointed by disciplinary order or direction of a government officer.
  • Any person who is subjected to injustice or prejudice by an order or direction of an officer on the administration, financial or development activity could appeal to the Governor and pray for justice.
